Salisbury City Hall Government & Taxes The Rowan County Government serves all citizens living in Rowan County and all it’s municipalities. Rowan County has a five-member county commission. Members of the commission are elected with staggered terms in partisan elections. The Chairman is selected from the five commissioners. It is the job of the commission to select the County Manager.
